The Slum Rehabilitation Authority (SRA) of Maharashtra has introduced a new online feature for the Transfer of Tenement, aiming to streamline the process of transferring ownership of slum properties. This new initiative is expected to bring greater efficiency and transparency to the management of slum rehabilitation projects in Mumbai. The transfer process aligns with Section 3 (E) of the Maharashtra Slum Areas (Improvement, Clearance, and Redevelopment) Act, 1971, and is outlined in Circular No. 145 issued on 24 October 2021.

Required Documents for Original Slum Dwellers

For original slum dwellers wishing to transfer their tenement, a series of documents are required to ensure a smooth transfer process. These documents include:

  1. Xerox Copy of the Annexure-II: Issued by the Competent Authority, this document is essential for verifying the eligibility and entitlement of the slum dweller.
  2. Xerox Copy of Allotment Letter/Possession Letter: This verifies the initial allocation of the property to the slum dweller.
  3. Xerox Copy of the Share Certificate from the Co-operative Housing Society: This certificate serves as proof of membership in the co-operative housing society.
  4. Xerox Copy of Aadhaar Card: Both the husband’s and wife’s Aadhaar cards are required to establish the identity of the original slum dwellers.
  5. Information on Allotment & Rehab Tournament: Details provided by the Authority, Society, or Developer are necessary for clarity on the allotment and rehabilitation process, including photos or a list of beneficiaries.

Required Documents for Resident/Shop Purchasers

The prospective purchasers of the tenement, whether residential or commercial, must also provide several documents to complete the transfer. These include:

  1. Income Certificate and Form 16: An income certificate issued by the Competent Authority for the current year, along with Form 16 for the current and last two years, is required to verify the financial capability of the purchaser.
  2. Notarized Declaration: A notarized declaration in the prescribed format on legal paper is necessary to legally affirm the transfer of ownership.
  3. Domicile Certificate: Issued by the Competent Authority, this certificate confirms the purchaser’s domicile status in the state.
  4. No Objection Certificate (NOC): A NOC from the Cooperative Housing Society is required to ensure that the society does not object to the transfer.
  5. Copy of Aadhaar Card: Similar to the requirements for original dwellers, both the husband’s and wife’s Aadhaar cards are needed for identification.

How to Access the Transfer of Tenement Tab

The newly introduced tab can be accessed online at the SRA’s official transfer portal: Transfer of Tenement Portal. This online platform is designed to make the process of transferring ownership more accessible, reducing the need for physical paperwork and in-person visits.

Conclusion

The introduction of the new tab for the Transfer of Tenement by the SRA is a significant step toward modernizing the management of slum rehabilitation in Maharashtra. By outlining a clear set of documents and providing an online platform, the SRA aims to facilitate easier and more transparent property transfers, benefiting both original slum dwellers and new purchasers.
