In a strong move to protect homebuyer interests, the Telangana Real Estate Regulatory Authority (TGRERA) has issued an interim order against Jayathri Infrastructures India Pvt Ltd, directing the developer to immediately cease all activities related to its registered project ‘Jaya Diamond’. The directive comes following a series of complaints under the Real Estate (Regulation and Development) Act, 2016.

The complainants, including homebuyer Sree Vatsala and others, had initially raised individual concerns before forming the Jaya Diamonds Welfare Association, which collectively filed a formal complaint with the regulator. Their primary grievance revolved around the developer’s persistent delays in construction and failure to deliver units, despite repeated reminders and assurances.

Project Registration Suspended

In its order, TGRERA placed the entire ‘Jaya Diamond’ project in abeyance and imposed a blanket ban on all promotional, booking, transactional, and sale-related activities. The authority also explicitly prohibited the sale, transfer, or encumbrance of any part of the project’s land or individual units.

As part of the enforcement steps, TGRERA has:

  • Directed the jurisdictional sub-registrar to halt all property registrations related to the project.

  • Ordered the suspension of the project’s RERA registration.

  • Instructed the Secretariat to freeze the project’s designated bank account.

  • Mandated the blocking of online access to the project’s dashboard.

  • Ensured the interim order is publicly visible on the project’s page on the TGRERA website.

Legal Basis and Further Action

The action falls within the provisions of the Real Estate (Regulation and Development) Act, specifically considering the non-compliance and non-performance of registered obligations by the promoter. The interim relief ensures that buyers and investors are protected from any further transactions or potential alienation of project assets during the legal process.

TGRERA clarified that this order will remain in force until a final ruling is delivered or further directions are issued. The next hearing in the matter is scheduled for April 25, 2025. The Authority also indicated that it may invoke Section 8 of the RERA Act, which allows for government intervention in project completion, subject to consultation with the appropriate state authority.

This move underlines TGRERA’s commitment to transparency, accountability, and the protection of homebuyer interests, especially in cases where project delays continue without justification.
