In a relief to real estate developers, the Rajasthan Real Estate Regulatory Authority (RERA) has officially extended the date for implementing penalties on delayed submission of Quarterly Progress Reports (QPRs). As per the revised directive, the QPR penalty will now come into force from May 1, 2025, instead of the earlier notified date of March 1, 2025.
The change follows multiple representations and requests from the Confederation of Real Estate Developers’ Associations of India (CREDAI) and several real estate promoters. These stakeholders highlighted the operational and technical challenges in meeting the previously set deadline, prompting the authority to re-evaluate the timeline.
The official order, issued on April 2, 2025, by Registrar Richhpal Singh Kuthari, states that the revised date is final and no further extension will be granted beyond May 1, 2025. All registered promoters are directed to comply with this new timeline without exception to avoid penalties.
Under this new regulation, developers who fail to upload their QPRs on time will face a penalty of ₹5,000 per quarter. The penalties will apply cumulatively for each quarter of delay in reporting project progress as per the rules specified by RERA.

Quarterly Progress Reports are a crucial compliance measure under the Real Estate (Regulation and Development) Act, 2016, meant to keep homebuyers, investors, and regulatory authorities informed about the status of registered projects. These reports include updates on construction milestones, financials, sales, legal approvals, and timelines.
Timely submission of QPRs ensures transparency, strengthens homebuyer confidence, and helps in maintaining regulatory oversight. Rajasthan RERA has emphasized that repeated delays not only compromise consumer interest but also disrupt project monitoring mechanisms.
