In a bold move to protect homebuyers and address mounting complaints of delayed flat registrations, Gautam Budh Nagar District Magistrate Manish Kumar Verma has issued a strict directive to builders in Noida, Greater Noida, and Yamuna Expressway areas. All eligible flats with occupancy and sub-lease clearances must be registered as part of the ‘Register Flats’ initiative by May 31, failing which legal action will be initiated under the Indian Stamp Act and the Real Estate (Regulation and Development) Act (RERA).
Crackdown on Builders Delaying Registrations
The DM’s warning came during a high-level review meeting held on Wednesday at the Collectorate Auditorium, which included representatives from over 95 builder groups, local development authorities, and distressed homebuyers.
“Builders cannot continue to harass flat buyers without any valid reason. This kind of behaviour will not be tolerated,” said DM Manish Verma. He confirmed that notices have already been issued to 95 builders — 30 under Noida Authority and 65 under Greater Noida and Yamuna Expressway authorities — for failing to register flats that have already received Occupancy-cum-Completion Certificates (OCCC) and sub-lease permissions as of May 9.

The administration has given builders a 15-day ultimatum to complete all pending flat registrations:

Verma emphasized that no procedural excuse or delay will be accepted and warned that promoters who do not comply will face direct action.

To eliminate bureaucratic delays, officials from the stamp and registration department announced that registry camps will be organized wherever needed to facilitate the process.
Brijesh Kumar, Assistant Inspector General (AIG)-2, Stamp and Registration Department, said:
“There should be no procedural excuse left. Registry camps will be held wherever necessary to make the process smoother for allottees.”
Deputy registrars were also directed to immediately resolve issues raised by builders and homebuyers to prevent further delays.
