Union Minister Shri Manohar Lal Launches Unified RERA Portal at 5th Central Advisory Council Meeting

The 5th Meeting of the Central Advisory Council (CAC) under the Real Estate (Regulation and Development) Act, 2016 (RERA) was held at Sankalp Bhawan, New Delhi, with a strong focus on enhancing transparency, resolving stalled projects, and addressing homebuyer grievances. The meeting was chaired by Hon’ble Union Minister of Housing & Urban Affairs, Shri Manohar Lal, along with Minister of State, Shri Tokhan Sahu, and attended by State RERA Chairpersons, senior government officials, industry associations, and homebuyer representatives.

On the occasion, Union Minister Shri Manohar Lal launched the Unified RERA Portalrera.mohua.gov.in – a common digital platform aimed at empowering stakeholders, facilitating best practice sharing among States and UTs, and enabling informed decision-making for homebuyers.

Empowering Homebuyers and Reviving Trust
Shri Manohar Lal highlighted that RERA, in its eight years of implementation, has emerged as a transformative reform in the real estate sector, empowering homebuyers and enforcing discipline among developers. He emphasized the need for States and UTs to implement RERA “in letter and spirit” to safeguard citizens’ interests and ensure timely project delivery.

Minister of State Shri Tokhan Sahu stressed that the focus must now shift towards faster grievance redressal, revival of stalled projects, and strengthening buyer-developer trust. He noted that the Unified RERA Portal would act as a key enabler in building this trust through greater transparency.

Key Highlights of RERA’s Journey So Far
During the meeting, the Council reviewed the significant progress of RERA implementation across the country:

  • 35 States/UTs have established Real Estate Regulatory Authorities.

  • 29 States/UTs have set up Appellate Tribunals, with 27 appointing Adjudicating Officers.

  • 1,51,113 projects and 1,06,545 real estate agents are registered under RERA.

  • 1,47,383 complaints have been disposed of nationwide by RERAs.

Focus on Stalled Projects and SOPs
A major discussion point was the issue of legacy stalled projects. The Council considered the implementation of the Amitabh Kant Committee recommendations, which have already been put into action in Uttar Pradesh. Other States were urged to replicate these measures to facilitate project completion.

The Council recommended preparing Standard Operating Processes (SoPs) to ensure effective functioning of RERAs, enforcement of orders, and revival of delayed projects.

Unified RERA Portal: National Database and AI Integration
The newly launched portal will create a nation-wide database of real estate projects by integrating State RERA websites, providing prospective homebuyers with comprehensive project information. The Council noted that analysis of this data, supported by AI tools, will help predict project delays and proactively address potential stalled projects.

Addressing Key Concerns of Developers and Homebuyers
The Council also discussed concerns regarding delays in project registration, local authority approvals, withdrawal of funds post-project completion, and timely filing of quarterly progress reports (QPRs). Steps were recommended to bring uniformity in RERA rules, streamline registration processes, ensure compliance with orders, and study regulatory gaps.

Call for Next-Generation RERA Reforms
Recognizing RERA’s eight-year milestone, the Council recommended a comprehensive review to introduce next-generation reforms. A central-level committee comprising stakeholders will be constituted by MoHUA to draft necessary amendments to strengthen RERA further and support real estate sector growth.

The meeting concluded with a call to action for States and UTs to ensure effective implementation of RERA provisions, eliminate misleading advertisements, and continue building a transparent, accountable, and homebuyer-centric real estate ecosystem.
