The Uttar Pradesh Real Estate Regulatory Authority (UP RERA) has significantly ramped up its efforts in safeguarding homebuyer interests in 2025, recovering ₹128 crore from defaulting promoters so far this calendar year. This amount has been directly deposited into the bank accounts of 376 aggrieved homebuyers who never received possession of their flats.

With this recovery, the cumulative amount refunded by UP RERA now stands at ₹1,360 crore, benefiting approximately 5,500 homebuyers across the state, primarily in the National Capital Region (NCR). This action is seen as a robust step towards enforcing accountability among developers who have failed to complete housing projects.

Massive Recovery Drive Backed by Recovery Certificates

Speaking on this development, UP RERA Chairman Sanjay Bhoosreddy stated,

“So far, we have issued over 12,900 Recovery Certificates (RCs) worth ₹3,900 crore, predominantly in NCR. We assure every complainant that justice will be delivered — either they will get their dream home or their money back.”

These Recovery Certificates are legal instruments that empower RERA to initiate action for refund or compensation from promoters who do not comply with tribunal orders. The regulator has also taken proactive steps to improve enforcement, including introducing daily penalties for non-compliance.

Conciliation and Mutual Settlements Gaining Ground

UP RERA’s approach also emphasizes conciliation and mutual settlements to avoid prolonged legal battles. Through forums established in Lucknow and Greater Noida, approximately 8,500 cases involving claims worth ₹3,320 crore have been amicably resolved.

Furthermore, around 1,650 RCs worth ₹500 crore have been settled mutually between promoters and buyers, demonstrating UP RERA’s ability to facilitate cooperative resolutions in addition to legal enforcement.

Accountability Measures Strengthened

In a clear warning to erring developers, Bhoosreddy emphasized stricter penalties:

“We have tightened the noose around promoters who were exploiting loopholes. Any promoter failing to comply with RERA orders will now be liable to pay penalties for each day of non-compliance.”

This statement underscores UP RERA’s commitment to maintaining transparency, consumer protection, and a streamlined real estate regulatory framework in the state.

High Rate of Complaint Resolution

As of now, UP RERA has received 57,626 consumer complaints, out of which 50,025 — about 86.81% — have already been resolved. The top five districts generating the highest number of complaints are:

  • Gautam Buddha Nagar (Noida & Greater Noida)

  • Lucknow

  • Ghaziabad

  • Varanasi

  • Meerut

These regions are major real estate hubs, and the high number of complaints highlights the importance of regulatory oversight.
