In a major boost to India’s housing-for-all mission, the Central Sanctioning and Monitoring Committee (CSMC Meeting) has approved the construction of 2.35 lakh houses under the Pradhan Mantri Awas Yojana – Urban 2.0 (PMAY-U 2.0). The third CSMC meeting, held on 18th June 2025, was chaired by Shri Srinivas Katikithala, Secretary, Ministry of Housing and Urban Affairs (MoHUA).

This decision reinforces the government’s ongoing commitment to provide affordable housing to economically weaker sections (EWS), low-income groups (LIG), and middle-income groups (MIG) across urban India.

State-wise Distribution and Project Verticals

The approved 2,34,864 houses span across nine states:
Assam, Bihar, Chhattisgarh, Gujarat, Madhya Pradesh, Maharashtra, Odisha, Rajasthan, and Uttar Pradesh.

The projects fall under two main verticals of the scheme:

  • Beneficiary-Led Construction (BLC)

  • Affordable Housing in Partnership (AHP)

With this addition, the total number of houses sanctioned under PMAY-U 2.0 now stands at 7,09,979.

The PMAY-U 2.0 operates through four verticals:

  1. Beneficiary-Led Construction (BLC)

  2. Affordable Housing in Partnership (AHP)

  3. Affordable Rental Housing (ARH)

  4. Interest Subsidy Scheme (ISS)

Empowering Women and Promoting Social Inclusion

Among the newly sanctioned houses:

  • Over 1.25 lakh units are allotted exclusively to women, including single women and widows, ensuring gender empowerment.

  • 44 homes have been approved for transgender persons, reinforcing the scheme’s inclusive approach.

  • 42,400 houses have been sanctioned for Scheduled Caste (SC) beneficiaries.

  • 17,574 houses for Scheduled Tribes (ST).

  • 1,13,414 homes have been approved for Other Backward Classes (OBC).

This demonstrates PMAY-U 2.0’s commitment to social equity and inclusive development.

Focus on Policy Development and Implementation Efficiency

The Secretary of MoHUA urged larger states to:

  • Formulate affordable housing policies and submit more proposals under the AHP vertical.

  • Study Maharashtra’s policy and adapt it to their local housing needs.

  • Attach beneficiaries at the initial stage to avoid unoccupied housing units.

JS&MD, HFA, Shri Kuldip Narayan also advised states and union territories to:

  • Complete verification of applications on the unified PMAY-U 2.0 web portal.

  • Prioritize beneficiaries from Special Focus Groups (SFG) such as women, transgenders, SC/ST/OBC, and senior citizens.

About PMAY-U 2.0

Launched as an extension of PMAY-Urban (2015), PMAY-U 2.0 aims to provide 1 crore additional pucca houses to EWS/LIG/MIG families in urban areas. It continues to offer central assistance of up to ₹2.5 lakh per housing unit.

As of now, over 93.19 lakh houses have been constructed and delivered under the original PMAY-U. The second phase seeks to expand this success and focus on urban housing development near transit corridors, such as NAMO Bharat and metro stations, following a Transit Oriented Development (ToD) approach.

Eligibility Criteria:

  • Annual household income:

    • Up to ₹3 lakh for BLC and AHP

    • Up to ₹9 lakh for ISS

  • Must not own a pucca house in India.

  • Aadhaar or Virtual Aadhaar ID is mandatory.

Cross-Learning and National Collaboration

Concluding the meeting, Shri Katikithala encouraged all states and UTs to:

  • Share best practices for mutual learning.

  • Promote localized adaptations of successful housing models.

  • Focus on sustainable, integrated development around transit infrastructure.
