In a significant move addressing judicial concerns over delays in regulatory appointments, the Himachal Pradesh government has appointed retired IAS officer RD Dhiman as the Chairman of the Himachal Pradesh Real Estate Regulatory Authority (RERA). Dhiman, who previously served as the Chief Secretary of the state and is currently the Chief Information Commissioner (CIC), brings extensive administrative experience to the role.
The appointment was made under Section 20 of the Real Estate (Regulation and Development) Act, 2016, by the Governor of Himachal Pradesh, following the recommendations of the selection committee constituted for this purpose.
Other Key Appointments to RERA
Alongside Dhiman, two more distinguished professionals have been inducted into the Himachal RERA:

High Court’s Intervention Prompted Timely Action
The appointments come in the wake of strict observations made by the Himachal Pradesh High Court, which took serious note of the inordinate delay in the appointment of the RERA Chairperson. The selection committee had submitted its recommendations as early as March 13, yet no official notification had been issued until now.
Taking a stern stance, the High Court imposed a cost of ₹5 lakh on the state government for the delay and directed that the notification be issued by June 25, 2025. The court further warned that failure to do so would require the Chief Secretary to personally appear in court.

RD Dhiman is a highly experienced bureaucrat with a long-standing career in public administration. As Chief Secretary of Himachal Pradesh, he oversaw numerous governance initiatives and reforms. Post-retirement, he was appointed as the Chief Information Commissioner, where he played a critical role in upholding the Right to Information (RTI).
With his appointment as Chairman of Himachal RERA, stakeholders expect enhanced efficiency and accountability in the real estate regulatory mechanism of the state.

The Real Estate (Regulation and Development) Act, 2016 mandates the formation of a Real Estate Regulatory Authority in every state to regulate and promote the real estate sector, protect consumer interests, and ensure speedy dispute redressal.
